There is no dedicated tool from RHEL to disable the HBA ports of fiber host bust adapters in a RHEL system.
The kernel module can be unloaded and blacklisted, this will affect
all fiber HBA of the system which are supported by that kernel driver
module. It is also possible to disable the fiber ports from the fiber
switch side.
